The Lee Kay Wildlife Management Area northwest of the Lee Kay Public Shooting Range contains approximately 934 acres for public use, including dog training, exercise and bird-watching. It is, in fact, the largest publicly-accessible area for dog training in Utah. Over 221 bird species have been identified in the area, including 18 rare bird species.

Beginning July 1, 2026, state law requires anyone 18 years old or older to have either a free digital access permit or a valid Utah hunting, fishing or combination license to access many wildlife and waterfowl management areas. A digital permit or license is required to access the nearby Lee Kay WMA, including the dog training area.

If you would like to access the conservation/training area by using the Bluetooth lock at the vehicle access gate, please fill out and submit the application below.

What to expect once you've submitted the application:

  • Once we receive your application indicating that you have a free digital access permit or current Utah hunting, fishing or combination license, we will process your application and create a user account for you on the Master Lock Vault Enterprise app. (Download the app for free.)
  • To access the WMA, go to the entry gate and open the app on your mobile device. Please do not pull on the padlock at the gate before you follow these steps: Press the center button on the padlock, then tap the blue key icon in the app. Once the padlock clicks and the center button changes color, the padlock can be opened.
  • If/when your hunting, fishing or combination license or the digital access permit expires, please resubmit this form with your new expiration date to continue Bluetooth access.
  • Important: Even if you access the WMA using the Master Lock Vault Enterprise app, you will need to carry proof of your valid hunting, fishing, or combination license or your digital access permit.
