Lifetime licenses initially became available on March 28, 1984. A lifetime license holder can fish and hunt in Utah without having to purchase an annual hunting, fishing or combination license. Additionally, upon completing the annual questionnaire, lifetime license holders also receive a general season deer permit at no additional charge. The Utah Division of Wildlife Resources (DWR) stopped issuing lifetime licenses in 1994.
The Utah Wildlife Board recently approved a few rule changes that will make it easier for lifetime license holders to obtain their general-season deer permits in 2011.
How you obtain your permit depends on whether or not you had a permit in 2010.
YES. I had a permit in 2010.
If you had a general-season deer permit in 2010 — and you want the same permit (region and weapon type) again in 2011 — you have two options:
Do nothing. The Division will automatically send you that same permit again in 2011. Many lifetime license holders hunt the same region year after year and request that we just issue the same permit again.

Complete the lifetime questionnaire at www.utah-hunt.com. We will send you the permit that you request in the questionnaire.
NO. I did not have a permit in 2010.
If you did not have a general-season deer permit in 2010 — and you want one in 2011 — you have two options:
Do nothing. The Division will look at the last permit you had (in 2008, 2009 or 2010). If you had a general-season deer permit in one of those years, we will send you whatever you had last time. However, if you didn’t have a permit during those three years, you must complete a new lifetime questionnaire and tell us what permit you want in 2011. Otherwise, you will not receive a permit this year.
